Purpose. Sets the standard for fitness for work on Keystone sites, including fatigue, alcohol and other drugs, and explains testing, support and the consequences of a breach.

1.Purpose

Construction and plumbing work involves powered plant, heights, excavations, gas and live services. A worker who is fatigued or affected by alcohol or drugs is a danger to themselves and to others. This policy applies to everyone who enters a Keystone workplace, including subcontractors and visitors.

2.Standards

Workers must present for work fit to perform their duties safely. The blood alcohol limit on any Keystone workplace is zero. Workers must not use, possess or be affected by illicit drugs at work. Workers taking prescription medication that affects alertness must tell their supervisor before starting work so duties can be adjusted.

  • Zero blood alcohol at all times on site and in company vehicles

  • Do not start work after fewer than seven hours of rest

3.Testing

Keystone will conduct random testing on sites and in the yard, testing after any incident or near miss involving plant or vehicles, and testing for reasonable cause. Testing will be done by an accredited provider using approved devices. A worker who refuses a test will be treated as having returned a non-negative result.

4.Fatigue

Ordinary hours must not exceed ten hours in a day without approval from the Construction Manager or Plumbing Services Manager. After-hours callout plumbers must take a ten-hour break before their next rostered shift. Supervisors must monitor crews in hot weather and adjust start times or work rotation.

5.Support and consequences

A worker who discloses a problem with alcohol or drugs before a test or incident will be supported through the employee assistance program and a return-to-work plan. A non-negative test result means the worker will be stood down from safety-critical work until a clear result is returned. A second breach, or refusal to engage with support, will lead to disciplinary action up to termination.

6.Privacy

Test results and health information will be kept confidential by Business Support and shared only with the worker's manager and the WHS and Quality Manager as needed to manage the risk. Records will be stored separately from the personnel file.
