Site WHS Management Plan: Kellerman Street Townhouses

Purpose. The site-specific WHS management plan for the twelve townhouse project at Kellerman Street, Cranbourne, covering the arrangements, responsibilities, hazards and controls for the project.

1.Project overview

Keystone is the principal contractor for the construction of twelve two-storey townhouses with basement car parking at Kellerman Street, Cranbourne, for Merriwa Holdings. Work started in July 2026 and practical completion is programmed for May 2027. The site fronts a residential street and backs onto a primary school, which sets the traffic and noise controls for the project.

2.Responsibilities

The site supervisor is responsible for implementing this plan daily. The Construction Manager is responsible for resourcing it. The WHS and Quality Manager audits it monthly. Every subcontractor must comply with the plan and supply SWMS for their high-risk work before starting.

• Leading hands: SWMS sign-off and crew supervision
• Health and safety representative: consultation and inspections
• Subcontractors: own SWMS, licences, plant records

3.High-risk construction work on this project

This project involves excavation for the basement deeper than 1.5 metres, work at height on the first floor and roof, work near the overhead power lines on the street frontage, crane lifts of trusses and precast basement panels, and traffic management for deliveries next to a school crossing. A SWMS is required for each of these before the work starts.

4.Site rules

All workers must be inducted, wear hard hats, high visibility clothing, safety boots and eye protection at all times, and must not enter the exclusion zone during crane lifts. Deliveries are not permitted between 8:15 am and 9:15 am or 3:00 pm and 3:45 pm on school days. Site hours are 7:00 am to 3:30 pm Monday to Friday.

5.Emergency arrangements

The emergency assembly point is the nature strip at the western end of the site. The site supervisor and the leading hand carpenter are the trained first aiders. The first aid kit and fire extinguishers are in the site office. Rescue from height and from the excavation is detailed in the SWMS for those tasks and rehearsed at the first toolbox talk of each stage.

6.Consultation and reporting

Prestarts run daily at 7:00 am and toolbox talks every Monday. The WHS committee representative for the site attends the monthly meeting. Incidents and hazards are reported under the Incident, Near Miss and Hazard Reporting Procedure and recorded in the WHS register against this project.

7.Review

This plan will be reviewed at the start of each construction stage, after any incident and when the subcontractor mix changes. Revisions are approved by the Construction Manager and communicated at the next prestart.
